What is this?

I am going to pick this baby up this weekend (it is currently 3 states away)and for the past 2 years all I have had is this picture of it.  My dad and I cannot figure out what the black thing is right up under the tank.  Maybe it's something obvious, but we are stumped and just can't wait until Saturday to see it in person and figure out what it is.

Any thoughts?

i bet it is a makeshift fuel tank do to a bad stock fuel tank

It's one of the oil tanks.

That model had two oil tanks, first under the tank, very long and skinny, second one below first tank as  shown in photo
