Blinkers not working

So I can't get my turn signal unit to work. To test it, I have the the red lead going to +6v and the green lead going the bulb, which is grounded to the frame. -6v on battery to ground.
Now, I have two blinker units
When I hook one up the light just Lights up steadily. The other one when hooked up does nothing. What am I doing wrong?

Hook all four blinker lights turn the blinker switch to the right and check do you have 6v on each blinker if
not check ground  and the wiring to the blinker if they don't flash check the wattage on the bulb then replace
the relay.
PS do the same on the left side etc.

Thanks Reed I'll do that as soon as I get the handle bar put together. But I am wondering why I can't get it to work just hooked up to the battery and bulb so the problem definitely isn't a bad ground. Do these relays fail in the on or off position?

Try putting another bulb into the circuit.

Ok I fixed the problem.  For those wondering, the blinker unit on my BS7s only worked when both the front and rear lights were hooked up in parallel.  It must have something to do with the blinker relay and having enough resistance in the circuit.  For some reason, you cannot just hook up one bulb to test it.
