"Oil Tank" 16B series

I was tapping on the oil tank sight glass, (175DT - 16B series) and it fell into the oil tank. I fished out, but it appears that there were no rubber seal, etc. that seemed to be holding it in. A thin ring of plastic like a sandwich baggie or the ring of a condom, whatever. (Do not mean to offend anyone!) The parts catalog references the oil gauge but no seal or gasket. If I stick it back in the hole, it falls back into he tank. What AM I Missing?

Also, I have put plenty of 2 cycle oil in the main oil tank, but only have a "finger tip" in sub-tank????
