90 fork leg cover installation (plastic insert - cover guide)

I am having a little trouble centering the fork covers on the chrome fork nuts. Can anyone tell me which way the plastic/nylon spring insert-cover guide (part# 4122-5000) faces? It has a cutaway on one side - does this cutaway face the inside of the fork cover or the inside?

The little cutaway goes on the inside - the same side as the seam on the fork cover. The seam sits slightly proud of the inside face of the cover.
