Title: GTR front fork

I'm going to attach a photo showing the bottom of the steering head. It's been this way since I bought it in 1980. Should the 2 bolts be tightened so the heads are bottomed out? Or should there be a nut on the stud above the cotter pin (which I just installed).

Those are shouldered bolts and act as locating pins for the damper stationary plate which needs to move slightly as the clamping force is varied depending on the adjustment of the damper.  No nut is required, the washer/tension star plate is threaded.

Thanks for the insight Karl. I might try to clean that area up sometime this summer, but won't fret something not being right.
