Vehicle Identification Number

I'm assuming the VIN is the number on the headstock and not on the tag.  Is this correct?    I have to get a bill of sale from the seller and I told him I would put all the paperwork together minus his signature and send it to him.  I want to make sure I have the right VIN on it.

In VA i used the number on the headstock that was the only way they would do it!
But on the bill of sale put on the year of the motorcycle IE 1967 etc.
And how much you paid for it, The tag helped me with the year of the Bridgestone.
Mine is a 1967.
