Steering damper friction washer

In the parts manual it shows the friction washer going on first. That doesn't make sense for one side of the washer being against the painted surface of the triple tree. I think it would work better between the two smooth surfaces of items 38 & 40. Can some members take a look at their bikes and see where the washer is located on their bikes. On my bike before I took it apart it was located between items 38 & 40 and I'm pretty sure that is the way it came from the factory.

I put the washer between the two smooth surfaces it work better!
Mine was assembled as per parts manual before i pulled the motorcycle
Apart.
