BS-7 VIN?

Hey guys

I'm trying to register my bs-7 in NY and I'm having a hell of a time because I don't have any paperwork for it.  The whole story:  I found a mostly complete bike in the trash, so I have no bill of sale or documentation of any kind.  By the way, it is classified as a limited use bike in NY so no title is needed.  It looks like I have the following options:

1. try to register it as a homemade vehicle, have it inspected and assigned a VIN
2. fabricate some sort of bill of sale and register it as a normal limited use vehicle

Does anyone have any experience in this department?  Does this model even have a VIN?  What should I do to get this amazing machine on the road?

The VIN on my BS-7 is stamped into a little plate that is riveted to the right side of the frame, as shown in this pic:
