Bronze under Black

I have a bridgestone 175DT I am getting ready to restore.  I noticed the paint (black) is cracking and underneath is an orange/bronze color.  Is this common?  Did the factory paint over a orange/bronze color to match the frame?  The frame is black.  The cracking is on the headlamp/gauge housing.
