Rotary Valve Friction on Reassembly of BS 200

Installed new rotary valves on my 200 after rebuild. When I replace the rotary valve cover and tighten it in place there is a noticeable increase in friction when trying to turn over the engine. Pre-rotary valve cover, engine turns freely by hand. Post-rotary valve cover can no longer turn with my fingers. Turns with using the kickstarter but there is obvious friction. Anyone with experience here? Does the new valve have to wear in a little? I have doubled checked the assembly and it appears correct (rubber O-ring seals properly in place, etc). Any thoughts?  Jeff
