yes, and both (cable adjuster and idler pin) should be the same when the slide is at its lowest point downward. If for instance , you set the idle adjuster for a higher rpm ideling, the cable should also be tightened up also, otherwise the throttle cable will be too loose in the slot and could possibly come out ( if too much of a difference between the pin and the cable with tension). So having them as closely together with the tension as possible is good. But i am thinking if the idler is set at that point to make a problem with the throttle cable, the RPM's would be dangerously high ( but this is a good exaggerated explanation for understanding ).
