Yes, I've used it on a few things.  Not used it on a tank.  It is a little expensive, around $25 a gal at Menard's.  Here are a couple photos.  90 trail clutch before and after soaking in Metal Rescue.  The clutch parts were all rusted together.  Could not separate any of it.

Is Metal Rescue a chelating agent? if so, it is similar to Evaporust (my weapon of choice in the battle with rust) and costs about the same per gallon.

Yes, Metal Rescue is a chelant like Evaporust. I've only used Evaporust and I've done three tanks with it as well as various parts. It works really well but the time it takes to do a thorough clean is dependent on the ambient temperature in the room. It really prefers a warm area, otherwise it takes a lot longer. I usually just leave parts immersed for two days.

Yep, the speed of the reaction (chelation) is dependent on temperature. Works awesome at 112 deg in AZ. Evaporation of the solution is a bigger issue at that temp.
