Petcock washers order

I have just bought a used petrol tap for my 175 HS and see that there are three washers behind the fuel tap? There are two thin metal washers and a thicker rubber one behind the screw-in retainer. Is this correct and if so, what order are they fitted in please?

I believe the correct set-up is:
-thick rubber washer with holes lined up with ports in the body
-lever
-steel washer
-steel wave washer
-screw-in retainer
