Fast idle at start up

Hello all,

   Cleaned out the carb jets today. After reassembling it now races to a very high idle with white smoke at cold start up. Any suggestions or carb air settings would be greatly appreciated. Thank you.

When I have that problem, usually one of the throttle cables is not seated into the ferrule at the carburetor cap, but is hanging on the edge.  Plus, at least once, the cable end was not fully seated into its hole in the bottom of the slide.
