175HS Oil Pump Questions - Leaking and Rubbing Sidecover

175HS oil pump question - My pump is leaking and I can't seem to trace it. In my trouble shooting, I noticed that the pump cable lever, when the lever is removed, that rod that goes into the oil pump based on throttle amount continues to spin 360 degrees. Should there be a 'stop' and 'return' point to that rod?

Also, when connecting the side cover, I can't tighten the bottom screw of the cover. It binds the oil pump lever and won't allow me to throttle the motorcycle.

Any expertise on this would be appreciated.
I'm thinking of running pre-mix and forgetting about the oil pump completely.
